Plans and schedules should provide for uncertainty and the unknown. The importance of early problem recognition cannot be overemphasized. The costliest aspect of a development program is time. Slippages in a program schedule are extremely expensive. A permanent record of all changes and slippages should be kept to allow trend analyses.
