1.2.3 Develop Risk Management Plan


NPR 7120.5C, NASA Program and Project Management Processes and RequirementsLinks to a different Web site, explains:
Risk Management is "An organized, systematic decision making process that efficiently identifies, analyzes, plans, tracks, controls, communicates, and documents risk to increase the likelihood of achieving program/project goals." (Appendix M)
 
"The Project Manager and project team shall develop a Risk Management Plan, and incorporate it into the Project Plan, Part 3, Risk Management. Risk management should begin as early in formulation as possible." (Section 3.2.5.2.d)
Templates for Program and Project Plans (Including Risk Management Plans) and listings of required contents are provided in Appendices C and D .
 
NPD 8700.1C, NASA Policy for Safety and Mission SuccessLinks to a different Web site, Section 5.e.4, states that PPMs are responsible for:
"Proposing, in coordination with the Center SMA Functional Managers, the adoption, utilization, and documentation of appropriate qualitative and quantitative risk management plans and techniques for programs and projects."
Section 1.b of this same NPD states that it is NASA policy to:
"Maximize the likelihood of mission success by using qualitative or quantitative risk assessment techniques to identify and understand the risks, take appropriate steps to control or mitigate the risks, and then accept only reasonable and appropriate levels of residual risk before proceeding with a mission."
Risk Management Plan
 
The Risk Management Plan (RMP) outlines the entire structure and plan for the risk management program. The plan covers all aspects including (but not limited to):
  • risk objectives and processes,
  • organizational roles and responsibilities,
  • descriptions of processes and methodologies,
  • documentation standards for risks, and
  • resources and schedules of RM activities.
As described in Section 3.2.5.2.d of NPR 7120.5C, NASA Program and Project Management Processes and RequirementsLinks to a different Web site:
